If a relative needs something, refusing him is a sin

If any of your relative needs something, fulfil his need; refusing to fulfil his need [i.e. not helping him despite having the ability] is to break off relations with him. (Kitab Ad-Durar-ul-Hukaam, vol. 1, pp. 323)

(Remember! It is Wajib to treat relatives well and to break off relations with them is a sin, Haraam and an act leading to Hell.)

Treating relatives well means if he breaks off, even then you establish relations

Treating relatives well does not mean that when they treat you well, you treat them well too. It is in fact called reciprocation, that is, when he sends you something; you send him something too, when he comes to you, you go to him too. In reality, treating relatives well means when he breaks off [relations] with you, you establish [relations] with him; if he wants to get separated from you, becomes careless of you, you take care of the rights of your relation to him. (Rad-dul-Muhtar, vol. 9, pp. 678)
