express their grief and sorrow so that anyone who wanted could express his grief and sorrow to Ameer-ul-Mu`mineen رَضِىَ اللهُ تَعَالٰی عَـنْهُ through this way. When the messenger would arrive carrying those letters, so he رَضِىَ اللهُ تَعَالٰی عَـنْهُ would spread them on the floor and then would read all the letters one by one.
